Is this the cultivated variety of Rumex sanguineus, it seems to have spontaneously arrived on my allotment.

I think so - var. sanguineus.  it turned up unexpectedly in my garden too.  It is quite common in garden centres now and seems to seed around, in my garden at least, so I would expect it to turn up in the wild outside cultivated areas.

Do you want me to record it, I've checked with the other plot holders and no-one seems to have planted it, but it has spread widely from the outer ring road end over the last few years?

It's often included in wildflower mixtures as a prettier looking dock than the type, and these are pretty widespread nowadays on A-roads near cities - Coventry for example has lots of wildflower plantings all around the ring roads - so could have come by traffic originally. The seeds have a pretty long lifespan - around 45 years - so perhaps this summer's weather has broken dormancy from years back....
